WHAT: Illinois' Early Learning Childhood Expulsion Law: Reflecting on the research to support compliance WEBINAR

WEBINAR DESCRIPTION: In response to high rates of and racial disparities in early childhood expulsion, the state of Illinois passed a law that aims to end the expulsion of children from any publicly funded or DCFS-licensed early childhood care and education (ECCE) program. Although this legislation is one of the most progressive in the nation and is expected to curb rates of expulsion, research has demonstrated that the implementation of this legislation has been a challenge. This presentation will report findings from an ongoing evaluation of the law’s implementation drawing on surveys and interviews collected from over Illinois ECE program administrators. Findings point to systematic variance in programs’ disciplinary practices by location, program type, funding sources, quality rating, and populations served. Results also indicate that programs feel ill-informed and ill-prepared to comply with the law. This presentation will review components of the law, present results from the evaluation study, and engage participants in a solution-focused discussion around retaining and supporting children displaying challenging behaviors. Although this program is primarily geared towards administrators and directors, all members of the ECE community are encouraged to participate.
