Application to Form a Chapter

Chapters engage ILAEYC members throughout Illinois and serve as an essential component of ILAEYC’s governance structure. The Board supports Chapters in enhancing the delivery of member services across the state and in fostering partnerships that advance NAEYC’s vision and commitments. Any NAEYC member who designates ILAEYC as one of their affiliates is eligible to participate in any Chapter and its related activities.

Chapter Structure

ILAEYC offers two chapter types: Local Chapters and State-wide Chapters.

Local Chapters: Local chapters interact in a community to provide support for early childhood. Local chapters provide ILAEYC a direct connection to our communities and their needs. Local chapter meetings/events are recommended to focus on the local community as defined by a pre-determined criteria (e.g., a single geographic area, shared affiliation, etc).

State-wide Chapters: State-wide chapters interact with ILAEYC members across Illinois. State-wide chapters provide ILAEYC members with a direct connection to topic based interests in the early childhood education field. State-wide meetings/events are recommended to be accessible to all ILAEYC members state-wide, with an effort to reflect as many different geographical areas of the state as possible.

If you are forming a Local Chapter please define your “local community” (e.g., a single geographic area, a list of counties, a shared affiliation, etc).

If you are forming a State-wide Chapter please describe your focus and reason you believe there is a need for this chapter.

Chapter Members

A minimum of two (2) primary contacts for a Local Chapter and (3) primary contacts for State-wide Chapters must be established and kept up-to-date.

Local-Chapter

Required: Minimum of

2 leadership members (primary contacts)
3 additional chapter members

After 3 years, chapter involvement is not to fall below 6 active chapter members who are attending or interacting with 50% or more of meetings.

In special circumstances, exceptions can be made.

State-wide Chapter

Required: Minimum of

3 leadership members (primary contacts)
*10 additional chapter members

*with an effort to reflect as many different geographical areas of the state as possible

After 3 years, chapter involvement is not to fall below 15 active chapter members who are attending or interacting with 50% or more of meetings.

In special circumstances, exceptions can be made.

Chapter Responsibilities

Events and Meetings

All chapters are required to provide at least 3 events or meetings annually that are open to all ILAEYC members and prospective members.
Events/meetings are for ILAEYC members but also for the local early childhood community and families. A non-member fee will be charged as necessary.
These events/meetings may be 1) hosted by the chapter, 2) co-hosted with other chapters or organizations, or 3) be an existing event hosted by another organization that chapter members attend together.

Budget

Chapters must responsibly manage and monitor their account balance, using funds solely for approved Chapter purposes in accordance with ILAEYC financial procedures.

Chapters must submit a budget at formation and annually report on Chapter spending, including an updated budget and/or fundraising plan.

Chapters that receive chapter development funding from ILAEYC must document the intended use of the funds related to Chapter growth and development.

ILAEYC grants new chapters a start-up fund of $250. Please describe how you plan to use the funds to develop your chapter
